R.P. Singh, a distinguished figure in literature and law enforcement, was born in Bas (Achina) village, Bhiwani district, Haryana. He completed his M.A. in Hindi Literature and a law degree before beginning his career with the Central Government in the Army Audit, Western Command, Meerut. He later joined the Central Secretariat Service under the Ministry of Home Affairs, New Delhi. In 1987, Singh was selected for the Indian Police Service (IPS) and assigned to the Rajasthan cadre. Over his illustrious career, he held significant positions such as District Superintendent of Police in multiple districts, including Jalore, Jhunjhunu, and Sawai Madhopur. His service portfolio also includes roles such as Superintendent of Police in various Anti-Corruption and Crime Branch departments, Inspector General of Police for Rules, Railways, and multiple ranges, and Additional Director General of Police for Civil Rights in Rajasthan. Singh is also a celebrated author, known for his contributions to children's literature, novels, and police studies. His works include Paatal Ki Pari, Mangal Ki Mem (children’s novels), Anmol Khazana, Bichhudne Ka Dard, Kuldevta, Aazadi Ka Anand, Ek Saza Aisi Bhi (children’s stories), and Tafteesh (a detailed study of successfully resolved police cases), among others. His books, such as Police Training (co-authored with Sanjay Gaur), reflect his expertise in law enforcement. His writings have been published in prestigious publications like Rajasthan Patrika, Dainik Navjyoti, Bal Vatika, and Bal Sahitya Samiksha. Additionally, Singh has edited notable literary collections, including Balsapan and Pratinidhi Bal Kahaniyan. For his exceptional contributions, Singh has received numerous accolades, such as the Bal Vatika Vishisht Samman, Pt. Bhupnarayan Dixit Bal Sahitya Samman, and the Police Medal for Meritorious Service in 2003. His books have earned the Pt. Govind Ballabh Pant Award twice, once for police research writing in 2005-06 and again in 2020-21 for his book on police duties and responsibilities. Singh’s literary and professional achievements underscore his dedication to public service and his passion for literature, making him an inspiring figure in both domains.
